NOXIOUS WEED CONTROL BOARD
BOARD MEMBER APPOINTMENT
Notice is hereby given, pursuant to the laws of the State of Washington, RCW 17.10; that there is currently a Board Member vacancy for District 5. This is a four year term.
Application forms are available at the Adams County Noxious Weed Control Board office, 201 West Broadway, Ritzville, WA 99169. For further information please call (509) 659-1806 between the hours of 7:30 AM and 4:00 PM Monday through Thursday.
District 5:
That area of the county located west of Highway 395 and south of the Lind-Warden Road and South of the Lind City Limits.
The Weed Board will hold a hearing to determine the most qualified candidates and these names will be submitted to the Adams County Commissioners for Appointment.
Interested persons residing in this section must make a written application that includes the signatures of at least ten (10) registered voters residing in the section supporting the nomination to the Adams County Noxious Weed Control Board. All applications are due at the ACNWCB office by 4:00, PM on March 7, 2013.

The East Columbia Basin Irrigation District (ECBID) is accepting bids to undertake the East Low Canal Widening Project (LRIRP) - Lind Coulee Waste Way Branch funded by a construction grant from the State of Washington Department of Ecology and located in Irrigation Block 43 of the East Columbia Basin Irrigation District (ECBID). Sealed bids must be received at the ECBID main office no later than 2:00 pm, Pacific Standard Time (PST) on Monday, March 4, 2013. Sealed bids shall be submitted on forms provided and shall be clearly labeled "Bid - East Low Canal Widening Project (LRIRP) - Lind Coulee Waste Way Branch." Faxed and e-mailed bids will not be considered. For more information contact the ECBID's main office located at 55 N. 8th Ave., Othello, WA 99344 or by phone at (509) 488-9671.
Following the bid opening, all bids will be tabulated, checked and evaluated by the East District's staff. ECBID will attempt to award the bid to the lowest acceptable bidder on March 05, 2013. PUBLIC HEARING FOR BOARD OF DIRECTOR NOMINATIONS
The Adams County Noxious Weed Control Board's Public hearing for Board of Director nominations will be held on March 12, 2013 at 1:15 PM in the Weed Board office at 201 West Broadway, Ritzville, WA. The Hearing will be held for the purpose of reviewing the nominee applications received to fill the following Director terms which will be expiring or are vacant:
District 2: That area located South of I-90, West of Highway 261 and North of Providence Road extended.
District 3: That area located South of -90, East of Highway 261 and North of Ralston-Benge and Benge-Winona Roads.
District 4: That area of the county located east of Highway 395, south of Providence Road to SR 261, east of SR 261 from Providence Road to Ralston-Benge and the area south of Ralston-Benge and Benge-Winona Roads.
District 5: That area of the county located west of Highway 395 and south of the Lind-Warden Road and South of the Lind City Limits.
The list of nominees, from which the Director will be selected, will be submitted to the County Commissioners, who will make the appointment.

On or about March 14, 2013, Town of Hatton will request the State of Washington Department of Health and Department of Commerce to release funds under Section 106 of the National Historic Preservation Act, National Environmental Policy Act, and Washington State Environmental Policy Act.
Town of Hatton will undertake the projects described below utilizing Drinking Water State Revolving Fund Loans. A Determination of No Historic Properties Affected was issued for this project. A copy of the Project Review Sheet for Section 106 is on file at the above address and is available for public examination and copying upon request.
Project Information:
Project Title: Water Main Replacement Project
Purpose and Nature of Project: The project includes replacing approximately 5,500 linear feet of 8 inch water main. The project also includes saw cutting, street trenching, pavement patching, the installation of gate valves, 9-6 inch fire hydrants with auxiliary valve, air-vac assemblies, 21 service connections and seven (7) water meters.
Location of Project: Adams County atTownship 15N, Range#32E, and Section 20
Estimated Cost of the Project: $50,500.00

On or about March 18, 2013 the Town of Hatton will request the Washington State Department of Commerce (Commerce) to release federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) for the following project:

Purpose or Nature of the Project: Repair and replace existing outdated water system components.

Location of the Project: A portion of Cherry Street from Hampton Road to First Avenue, a portion of the alley between Bronson Street and Front Street, from First Avenue to Hampton Road and connection to the existing reservoir. The project is generally located in Township 15N, Range 32E Section 20 of the Willamette Meridian, Adams County Washington.
Estimated Cost of the Project: $975,500
FINDING OF NO SIGNIFICANT IMPACT
The Town of Hatton determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190) is not required. Additionally project information is contained in the Environmental Review Record (ERR) on file at 150 Bronson Street Hatton, WA 99344 and is available for examination and copying weekdays between 8:00 AM to 5:00 PM.
PUBLIC COMMENTS ON FINDING OF NO SIGNIFICANT IMPACT
All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments to the Town of Hatton designated office responsible for receiving and responding comments. Such written comments should be received at 150 Bronson Street Hatton, WA 99344 on or before March 15, 2013. All comments received by the Town of Hatton will be considered prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
RELEASE OF GRANT FUNDS
The Town of Hatton certifies to Commerce that the honorable Mayor, Mike Pherigo, in his capacity as the Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Commerce's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Town to use State Community Development Block Grant (CDBG) Funds.
OBJECTION TO RELEASE OF FUNDS
Commerce will accept objections to its release of funds and the Town of Hatton's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: a) the certification was not executed by the Certifying Officer of the Town of Hatton ; b) the Town of Hatton has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the Town of Hatton has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by Commerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
