Most of you are probably wondering, what is the Transportation Benefit District and why was it created? The State Legislature has created a new section of law allowing local governments to form a Transportation Benefit District (TBD) to help fund improvements to local streets. The City of Othello created a TBD in August of 2012 with its geographical boundaries consisting of the corporate limits as they currently exist of the city. The governing body of the district is the Othello City Council acting as ex officio and independently as the TBD governing body. The treasurer of the TBD is the city's finance officer. The TBD is an independent taxing district and was created for the sole purpose of funding transportation improvements within the district. Nov. 5, the voters for the City of Othello will be voting on a ballot measure that will be affecting the sales and use tax by .2 percent, which these funds would be collected from non-residents of the district, as well as residents. Anyone making a purchase in Othello benefits from our transportation system so it makes sense they also contribute to help us keep our streets in good condition, stay tuned for there is more information to come in this series.
